Existing Scheme agreements between WA Return Recycle Renew Ltd (WARRRL) and each Refund Point Operator will expire on 1 October 2025. 

WARRRL has absolute discretion to extend contracts by two years and must provide Refund Point Operators with contract extension or expiry notices by 1 February 2025. To address this, WARRRL has developed a contract review process that features three stages.  

Stage 1: Pre-evaluation 

 WARRRL’s Regional Managers are doing the pre-evaluation process. The purpose of this stage is to identify any areas of concern or attention that need to be addressed by Refund Point Operators.  

Feedback will be provided on areas RPOs may want to address or consider before undertaking the second stage. Regional Managers provide this feedback to all Refund Point Operators before the submission portal opens on 30 July 2024. 

Stage 2: RPO submissions 

To guide and assist you in the contract evaluation requirements, a ‘Refund Point Operator Response Guide’ will also be made available to you. 

Refund Point Operators will submit information for review via the Service Provider Portal. The portal will be accessible from 30 July to 30 August 2024, and we will provide further information prior to the portal opening. 

An authorised representative from each refund point is required to access the contract evaluation portal within this timeframe and complete the required information. This includes any Refund Point Operator that does not want their contract renewed. The information provided will be used by WARRRL to evaluate your refund point organisation against established criteria. 

For those seeking a contract renewal, the evaluation criteria will cover organisational compliance, operational excellence, community engagement and participation growth. 

You will have 30 days to complete your submission. 

In preparation, please ensure your authorised representative creates an account on the Service Provider Portal. 

 

Stage 3: Review 

An internal panel of WARRRL representatives will review all Refund Point Operator submissions, alongside organisational compliance data compiled by WARRRL. 

This panel will present its recommendations to the contract approval committee, which comprises representation from the WARRRL Board, a representative from the Department of Water and Environmental Regulation (DWER) and the WARRRL CEO.  

Once approved by the contract approval committee, the recommendations will be reviewed by the WARRRL Board, and WARRRL will issue all Refund Point Operators with extension or expiry notices. 

Please note an external Probity Officer has been appointed to oversee and monitor compliance throughout this process.

 

Key Dates 

      2024: 

  • Late June: Pre-evaluation process begins.
  • July: Preliminary feedback provided to Refund Point Operators.
  • 30 July: Contract extension responses open to Refund Point Operators.
  • 30 August: Responses close.
  • 30 September: Evaluation of responses commences.
  • November: WARRRL Board reviews final report of recommendations. 

      2025:  

  • 1 February: Deadline for WARRRL to issue extension or expiration notices to Refund Point Operators.
  • 1 April: Final day for Refund Point Operators to respond to extension or expiration notices.
  • 1 October: Two-year contract extension terms commence.
