Transactions over 825 and 1,500 containers & Bulk agreements

Refund Point Operators (RPOs) have obligations under the Waste Avoidance and Resource Recovery Act with regards to bulk volumes.

Customers that present more than 1,500 containers at a Refund Point (RP) in a single day are required to complete a Bulk Declaration Form and provide proof of identity.
 
The Refund Point Agreement states:
“…the Operator must comply with all Statutory Requirements and protocols put in place by the Principal around the acceptance of Containers and payment of Refund Amounts.
This includes the collection of statutory declarations and appropriate identification for refunds exceeding certain volumes as defined in regulation” (Schedule 2 Clause 2.3(e)(iv)).

The Assurance & Integrity Team randomly selects transactions on a daily basis to request RPs provide the completed Bulk Declaration Form and the customer’s photo ID. Transactions over 825

What needs to be done

Photo ID must be sighted. The person’s name and ID must be recorded directly into POS.

 

Explanation to customer

This is required under taxation law. The 10-cents per container is inclusive of GST. When customers present containers to redeem the 10-cent deposit, that is considered a sale with GST.

For transactions over $82.50, GST rules require the recipient of the sale (RP) to receive a tax invoice.

The system can generate the tax invoice, but to do this, the customer’s ID must be sighted, and details recorded before a refund can be issued.

 

Transactions of 1,500 containers or more

What needs to be done

Photo ID must be copied. The person’s name and ID should be recorded directly into POS.

The customer must sign a refund declaration form or have a bulk claim arrangement (see section 9.2 on commercial contracts).

When completing a Bulk Declaration Form, ensure it is completed in full, including:

  • The customer’s name and signature.
  • The total number of containers deposited.
  • Your Refund Point details.
  • The compliance justification section.

When obtaining a copy of the customer’s photo ID, ensure it is copied using the Refund Point’s photocopier or other scanning device and securely stored (preferably electronically).

Please note a copy of a customer’s photo ID should never be taken on a staff member’s mobile phone due to the sensitivity and privacy of information.

The declaration and ID copy must be saved and stored and presented to WARRRL when requested.

Explanation to customer

This is required under Container Deposit Scheme regulations. It requires that all people who present 1,500 or more containers for a refund must sign a refund declaration and present photo ID.

 

Transactions over 825 and 1,500 containers for bag drops and commercial pick-ups

Even if the customer is not present while you are counting their containers, you must comply with the legislation and have them fill in a bulk declaration when the transaction is over 1,500 containers.

The only exception is when you already have a bulk claim arrangement in place with this customer, see more information about Bulk claim arrangements below.

These are acceptable options to help comply with the clause relating to 1,500 containers and over:

  1. If you think the transaction is going to be at least 1,500 containers, get the customer to pre-fill and sign the bulk declaration.
  2. If you have the customer’s details, after counting the containers, contact the customer directly for them to sign against the known count
  3. If you do not have the customer’s details, after counting the containers ask the Help Desk to contact the customer to sign against the known count.

 

Bulk claim arrangements

For your regular commercial or bulk customers, you can use a bulk claim agreement to comply with legislation without the hassle of having to fill out a bulk declaration for every drop off.
